Since 2003, he has been with the Centre of Excellence in Telecommunications, the University of Sydney, Australia. Li is now a Professor and Director of Wireless Engineering Laboratory in School of Electrical and Information Engineering, University of Sydney. He is the recipient of the Australian Research Council (ARC)Queen Elizabeth II Fellowship in 2008 and ARC Future Fellowship in 2012. He is an IEEE Fellow for contributions to cooperative communications technologies. |  |

| Professor Kees Immink IEEE Fellow. President of Turing Machines Inc. Netherlands Regarded as the most prolific contributor to the world's consumer electronics of the late 20th century, Kees Immink fueled the "big bang" of digital consumer electronics with pioneering coding techniques that have provided the foundation for all generations of audio, video, and data recording media. For his achievements, Dr Immink has received among others the IEEE Medal of Honor, the Edison Medal, and a personal Emmy. Dr Immink is founder and president of Turing Machines Inc, and a Visiting Scholar at the Singapore University of Technology and Design's Advanced Coding and Signal Processing Laboratory. |  |
Professor Vincenzo Piuri IEEE Fellow. Full Professor of The University of Milan, Italy Vincenzo PIURI has been elected 2021-22 IEEE Region 8 Director-Elect (to become 2023-24 IEEE Region 8 Director). He is Full Professor at the University of Milan, Italy (since 2000). He has been Visiting Professor at the University of Texas at Austin and visiting researcher at George Mason University, USA. His main research and industrial application interests are: artificial intelligence, intelligent systems, computational intelligence, pattern analysis and recognition, machine learning, signal and image processing, biometrics, intelligent measurement systems, industrial applications, distributed processing systems, internet-of-things, cloud computing, fault tolerance, application-specific digital processing architectures, and arithmetic architectures. Original results have been published in more than 400 papers in international journals, proceedings of international conferences, and book chapters. He is IEEE Fellow, ACM Distinguished Scientist, and INNS Senior Member. |  |
Dr Michael W. Condry IEEE Fellow. CEO of Condry Investment and Future Technology Consulting, USA Michael is currently the CEO, of Condry Investment and Future Technology Consulting and the Chair, of the Advisory Board for ClinicAI, Inc.. At Intel, Michael retired after being the Chief Technical Officer in the Client Division. He held teaching and research positions at Princeton University and University of Illinois, Urbana-Champaign. At University of Illinois he served on (then) Senator Al Gore’s Internet committee. Michael, an IEEE Life Fellow, has many years engaging in the IEEE. He is an IEEE Industrial Electronics Society (IES) Senior AdCom member, Past President of IEEE Technology and Engineering Management Society (TEMS), member of Computer, Consumer, and Engineering Medicine and Biology Societies. He started the IEEE Industry Forum program that is used in many IEEE societies that establishes a bridge between industry and research with the IEEE programs. Michael has organized many IEEE conferences and contributed numerous papers on technology and technical management. |  |

Professor Yuanzhu Chen School of Computing, Queen' s University, Canada Mr.Chen was a Professor at Department of Computer Science at Memorial University of Newfoundland, St. John's, Canada from 2005, and served as Department Head. He was Deputy Head for Undergraduate Studies in 2012-2015, and Deputy Head for Graduate Studies in 2016 to 2019 at Memorial. He received his Ph.D. from Simon Fraser University in 2004 and B.Sc. from Peking University in 1999. Between 2004 and 2005, he was a post-doctoral researcher at Simon Fraser University. His research interests include computer networking, mobile computing, graph theory, complex networks, Web information retrieval, and evolutionary computation. |  |
Professor Wei Wei Senior member of IEEE. School of computer science, Xi'an University of Technology, China Dr. Wei Wei is a senior member of IEEE, CCF. He received his Ph.D. and M.S. degrees from Xian Jiaotong University in 2011 and 2005, respectively. He ran many funded research projects as principal investigator and technical members. His research interest is in the area of wireless networks, wireless sensor networks Application, Image Processing, Mobile Computing, Distributed Computing, and Pervasive Computing, Internet of Things, Sensor Data Clouds, etc. He has published around one hundred research papers in international conferences and journals. |  |

He received the Ph.D. degree in electrical engineering from the University of Southern California, USA, in 2012. He is a Professor with the Institute of Modern Optics, Nankai University, Tianjin, China. Dr. Yue’s current research interests include intelligent photonics, optical communications and networking, optical interconnect, detection, imaging and display technology, integrated photonics, free-space and fiber Optics. He has published over 200 peer-reviewed journal papers and conference proceedings, four edited books, >50 issued or pending patents, >100 invited presentations. |  |

(3) Quantum cryptograpy and quantum communication. (4) Quantum states distinguishablility and quantum states cloning. (5) Theory of computation based on quantum and lattice-valued logic. (5) The applications of fuzzy and probabilistic automata to discrete event systems, focusing on diagnosability and supervisory control.
